Since 1997, all members of the International Transportation Forum must offer the same parking concessions to people with a physical disability as to their citizens. The Canada handicap pass is valid in all ITF member countries. You can browse the country list here.
However, local European laws may differ from one country to the next. Ask local authorities in the countries you are visiting about their regulations regarding handicap parking.
