Lisbon, the capital and largest city of Portugal, is spread over seven hills overlooking the estuary of the river Tagus which flows into the Atlantic ocean, 17 km away. Lisbon is also the capital of the Lisbon region, of the metropolitan area and also the most important center of the sub-region of the Greater Lisbon. Its geographical location made it the starting point of maritime expeditions at the time of the Great Discoveries (15th and 16th centuries). The architecture of the city evokes this period of splendour for the Lisboetes. The Belèm Tower and the monastery of the Hieronymites stand as testimonies.
The population of Lisbon was 564,477 in 2001, but the metropolitan area is around 3 million, which makes it the most populated city of the country. Lisbon is the richest city of Portugal with a per capita GDP higher than the European average. The city corresponds to the council (concelho) of Lisbon, with an area of 83,84 km². The density is 6,518 inhabitants/km². The ‘concelho’ is subdivided in 53 civil parishes (freguesias). Its boundaries are Odivelas and Loures to the north, Oeiras to the west, Amadora to the north-west and the Tagus estuary to the south-east. Thru the estuary, Lisbon is linked to the south shore municipalities : Almada, Seixal, Barreiro, Moita, Montijo and Alcochete. In our days, Lisbon symbolizes modern Portugal. Important rehabilitation and construction works, undertaken particularly before the 1998 Universal Exhibition, have largely contributed to give it a new look. Two European Union agencies have their headquarters in Lisbon: the European Monitoring Centre for Drugs and Drug Addiction and the European Maritime Safety Agency. The CPLP (Comunidade dos Paises de Lingua Portuguesa, Community of Portuguese Language Countries) also has its headquarters in Lisbon.
